Clay County sets township maintenance rate at $10.52 per mile for 2025–26

The Clay County Board of Commissioners on March 11 approved the county's annual township maintenance contract rate at $10.52 per mile for the contract year running July 1, 2025, through June 30, 2026.
County highway staff said the rate was calculated from 2024 actual costs using a five-year rolling average and represents roughly a $12 increase overall (about 1.1 percent) from the previous year. Justin, a highway department presenter, told the board the 2024 year showed about 2,000 fewer snow-removal hours than 2023 and that motor grader repair and transmission failures in 2024 pushed some equipment-cost categories higher.
The highway presenter said the proposed rate was discussed at the Highway Tracking meeting and shared with township officers at a highway-department session; attendees reported no concerns when the rate was discussed. Commissioners asked how motor-grader depreciation and internal-service accounting were included; staff replied that labor, fringe, outside labor, towing, parts, fuel, insurance and depreciation were all factored into the equipment rates.
Commissioners moved and seconded approval of the maintenance contract rate. The motion carried on a voice vote.
Township officers will be sent the contracts to consider at their annual meetings. Staff said they will provide additional detail on specific internal-service accounting (depreciation period, internal-service fund entries) on request.
The board also discussed related equipment-replacement timing and how major repairs in 2024 influenced the rate calculation; staff said they would provide the motor-grader cost sheet on request.
