The O'Fallon City Council held a public hearing and moved forward on an ordinance to annex roughly 21.38 acres owned by Jeff and Bruce Holland near Pop's Road.
The hearing drew a brief exchange between an adjoining landowner and one of the Hollands over vehicle access. Michael Combrick, who said he owns the parcel adjoining the Holland property, told the council he had “no issues with annexation” but was “concerned with the egress” because the Hollands rely on a 20-foot easement that Combrick said the county may consider too narrow for a subdivision entrance.
Jeff Holland, identified himself as one of the property owners, told the council the right-of-way has existed since they purchased the land and “gives us access to the ground. It’s our only access,” adding the family plans to develop the parcel and place homes there.
Councilmember Campbell made the motion to accept an ordinance annexing approximately 21.38 acres; the motion was seconded and taken by roll call. Several members answered “yes” during the roll call; one member later interjected that they had intended to vote no during the roll call sequence. The council closed the public hearing before taking the ordinance vote.
The discussion and the public comments focused solely on whether existing easements provide lawful, practical access for a future development off Pop's Road. The record provided to the council included copies of a 2007 filing at the county courthouse that the speakers said described the easement and road as a gravel or “rock” road.
No engineering review, subdivision plan, or final plat was presented during the hearing; council members did not adopt any new conditions tied to the easement during the meeting. The transcript shows the council moved the ordinance item through the formal roll-call sequence during the meeting.
