Staff said the parcels are identified for downtown uses in the 2022 comprehensive plan and that WPS (We Energies) indicated it may have facilities in the vicinity and could require easements. The commission approved a condition that parcels be directed to the RDA; for the second group of parcels staff added a condition that any WPS facilities found to be on subject parcels (rather than in the adjacent alleyway) be preserved through an easement.
Action: The commission approved the surplus declarations with the recommended conditions and forwarded both items to City Council on March 18 for final action.
What happens next: The RDA will market the parcels for redevelopment. Any required easements for utility facilities will be negotiated before sale or redevelopment, and city staff will coordinate with WPS and the RDA on disposition terms.
