The board also agreed to include a section that permits virtual participation; members said they want the option available. Legal counsel cautioned that attorney‑general guidance and opinions generally expect a physical quorum unless a governor’s emergency order authorizes otherwise. That guidance will be reflected in the administrative procedure language.
Staff will continue current practice to post materials to the board’s document system and to make a reasonable effort to provide attachments in advance. If a packet is incomplete, members said they retain the option to table or postpone action on items until members have sufficient supporting documentation.
