Board hears Lake County 2050 updates; planners present LAPAC recommendations on land-use and boundaries

County staff presented draft recommendations from the Lake County 2050 local area plan process and the General Plan Advisory Committee (GPAC). The presentation summarized land-use designation amendment requests from eight Local Area Plan Advisory Committees (LAPACs), proposed community growth boundary adjustments and recommended planning-area boundary changes.
Highlights included: Hoberg’s Resort area in Cobb for future housing and mixed-use consideration; Seigler Springs recommendations for hamlet-style mixed-use; Kelseyville recommendations to concentrate higher-density housing near schools to support Safe Routes to School; Lakeport corrections to land use to reflect existing industrial or rural character; Lower Lake changes along Morgan Valley Road; Middletown requests to allow resort commercial in certain parcels; Shoreline Communities recommendations focused on preserving wetland and riparian resource conservation; Lucerne clean-up to align Thirteenth Street commercial core with adjacent residential uses.
GPAC members asked for further study and recommended that the board consider mixed-use within community growth boundaries, preserve agricultural and resource conservation lands, and encourage walkable neighborhood planning for multimodal transportation. Public commenters emphasized protecting agricultural lands and ensuring public outreach; some residents requested more in-person engagement in the LAPAC process. County planners said notification letters will be sent to property owners identified for land-use designation changes and more detailed draft local area plans will be released for public input.
The board voted to receive the Lake County 2050 update (5-0). Staff said draft local area plans and additional community outreach will follow later in the year.
