Caribou housing staff says HUD funding steady for now but future grants uncertain

Housing staff said March 10 that Section 8 Housing Assistance Payments (HAP) and monthly allocations from HUD are being received and used to pay landlords and to support program administration, but that federal notifications often come in two- to three-month increments. Staff said they have funding for the immediate months and that HUD recently provided extra months of allocation for earlier months.

On the Family Self-Sufficiency (FSS) program, housing staff reported that the authority received a grant allocation last year and had been notified to accept it; the funds were not yet available in the system for download but staff expect to receive them. Staff cautioned councilors that future grant cycles may be uncertain and that if a grant were discontinued the housing authority would likely need to reduce staff (noting the coordinator position is grant-funded) while continuing core program functions and working through an orderly transition with landlords and participants.

Councilors asked whether the city would be financially liable if federal funding stopped; housing staff said the council controls the local budget and could choose to spend less or discontinue programs, and noted the city maintains some reserves to bridge short gaps. Staff also emphasized the scale of monthly HAP payments into the local rental market — staff reviewed reports showing monthly HAP outflows in the five-figure range (for February 2024 reported at about $112,000) and said those payments, security-deposit assistance and utility reimbursements circulate significant funds to landlords and local services.

Housing staff recommended monitoring HUD notices closely and said the department is operating month to month, with the authority prepared to adapt if federal funding patterns change.
