Roswell committee recognizes $53,010 insurance payment for Garrard Landing Park repairs

Roswell committee members on March 11 approved a budget amendment to recognize a $53,010 insurance disbursement for storm damage at Garrard Landing Park, city staff said.
Parks staff member Mr. Malone told the committee that the city filed the insurance claim in September 2024 and the carrier reimbursed the city on Feb. 24, 2025. He said the money will go into the capital projects fund to pay for repairs to a restroom facility and a dock/decking area damaged by the storm.
The vote formalized the administrative step to record the reimbursement so the city can use the funds for the repairs. The action follows an exchange in which a council member questioned why routine insurance reimbursements require committee or council approval; city leadership said they would examine whether routine authorizations can be included in the city’s budget resolution so senior staff can handle similar items administratively.
Mr. Malone said, “We were able to file a claim in September of 2024 … the insurance carrier was able to reimburse our claim on February 24 of this year for $53,010.” Randy Knighton, the city administrator, said staff will look at budget options that would allow routine reimbursements to be processed administratively rather than returned to the council for formal acknowledgment.
The committee voted to approve the budget amendment by voice vote; the motion passed unanimously.
The committee’s action records the reimbursement and allows staff to apply the insurance proceeds to repair work at Garrard Landing Park. The city did not provide a construction schedule for the repairs at the committee meeting.
