Commissioners OK driveway permit on unimproved right-of-way in Madison Township

The Richland County Board of Commissioners voted Tuesday to allow a property owner to install a driveway on an unimproved public right of way on Arland Drive off Fabo Drive in Madison Township.
County Engineer Adam Gove told the board the owner intends to use the driveway to access Lot 110 and that the township superintendent supports the plan. Gove said the county has approved this type of permit several times in recent years as an alternative to requiring an owner to construct a full road; the permit includes a condition that if multiple properties require the same access, the parties must enter a mutual-use agreement and, if usage increases, the adjoining owners would be expected to construct a road.
After the presentation the board moved to approve the driveway permit; commissioners voted in favor and the motion passed. The engineer said he anticipates no maintenance conflict with the township (for example, snow removal) and that the approval simply allows private access from the unimproved right of way to the lot where the owner plans to build a house.
