County approves vacation of unnamed alley off Ball Avenue in Madison Township

The Richland County Board of Commissioners on Tuesday approved vacating an unnamed alley in Madison Township that runs between Lots 35 and 36 of the Ballville subdivision, following a county engineer's presentation and public comment.
County Engineer Adam Gove told the board the alley is a 16-by-90-foot dedicated right of way established under the Ballville Subdivision (1891), currently unimproved and unused for more than 21 years. Gove said a sanitary sewer runs through the right of way; the sewer's access will be maintained in accordance with county code if the alley is vacated. He also said nearly the entire alley is owned by a single property owner present at the hearing, with a small 17-foot portion adjacent to a neighbor that that neighbor does not plan to use.
Jeffrey Salser (recorded in the meeting as Jeffrey Salser/Salzer), who the engineer identified as the owner of the subject property, attended the hearing. Gove recommended vacating the alley as presented. Commissioners moved to approve the vacation and voted in favor.
The board's approval includes retention of utility access for the sanitary sewer, per county code, and transfers ownership of the vacated strip to the adjoining owner(s) as provided by law. The engineer and township superintendent told the board they were in agreement with the proposal and that township maintenance considerations (such as snow removal) would not be impacted by the vacation.
