Select Board approves amended purchase order, awards Loon Lake culvert work to low bidder

Town Manager Scott Wheaton told the board that bids for the 72-inch CMP cover project were opened by engineer Mike McNally and the highway superintendent; MC Build LLC was the low bidder at $656,000. The board learned the town had been awarded a grant of $402,000 from the New Hampshire Department of Environmental Services toward the project.
Because the initial purchase-order figure in the board packet did not include a contingency for potential out-of-scope work, staff amended the purchase order to $360,000 of town-managed funds (the packet dollar figure was adjusted from $328,000 to $360,000 when contingency was added). Scott Wheaton noted the amended town expenditure sits within the overall grant and project funding package.
A Select Board member moved to expend $360,000 for the 72-inch culvert replacement and to designate Scott Wheaton as the contract signer; the motion was seconded and passed by voice vote with no recorded opposition.
Board members discussed the disparity among bids and noted one bidder, RM Piper, had submitted a substantially higher bid (about $822,000) for a concrete box option; staff and the town engineer had reviewed MC Build LLC's prior work on a Bell Road culvert and expressed confidence in that firm's ability to complete the job. The board also discussed the highway department's seasonal load-limit postings (the town had previously authorized a 10-ton limit for listed roads during March 7'May 1) and permitting to reroute traffic during construction.
Town staff said construction is scheduled for summer 2025 and that temporary easements have been secured where required.
