Engineer says Bell Road East paving pushed to ODOT 2026 schedule; village to extend OPWC grant request

The engineer characterized the NOACA funding split as an "80/20 split" and said the village expects to spend about $120,000 in 2025 for design work and ODOT coordination; the larger construction share would be paid in 2026.
The engineer said he submitted a request to extend the OPWC (Ohio Public Works Commission) grant through the end of 2026 so the grant will still apply to construction. He said he did not expect difficulty securing that extension but had not yet received confirmation.
Council members asked whether interim pavement repairs were needed, and the engineer said temporary patching will be required to preserve the roadway surface until full paving work occurs. The engineer also advised that some culvert work previously budgeted was completed; other minor culvert work remains.
Separately, the engineer said he plans an OPWC application in the current round to combine storm-sewer rehabilitation on Hazelwood with paving, to improve the village's chance of receiving construction funding by classifying the application as a hard infrastructure project.
