Commissioners voted unanimously to adopt the motion.
The board adopted a resolution authorizing issuance of purchasing cards to elected officials and required a user agreement; staff said state law requires a board resolution and the county’s purchasing controls would remain in force. The county explained cards can be issued with zero limits by default and that receipts are required for every transaction. The resolution passed unanimously.
Intergovernmental and grant approvals: Commissioners unanimously authorized an intergovernmental agreement to remain in the 14-jurisdiction Ocmulgee Drug Task Force and approved two related grant awards to that task force (a 2024 award of $392,451 for personnel and an additional award of $98,815). The board also authorized an application and acceptance of a Workforce Georgia Innovation and Opportunity Act grant for dislocated worker services covering a grant period through June 2025 for $350,000.
Economic development support: The board agreed to provide a letter of commitment for a DCA rural site development grant application to build an entrance to the Sibley Smith property. The application requests $2,000,000 with a required local match of $200,000 to come from SPLAS funding; the letter of support was approved unanimously.
Why it matters: These items include infrastructure requests expected to be submitted to state agencies and grant awards that provide funding for law enforcement task-force personnel and workforce services. The purchasing-card resolution affects county procurement procedures and individual accountability for elected officials’ purchases.
Next steps: Staff will transmit the SR 49 resolution to GDOT, execute the task-force IGA, finalize grant agreements and submit the DCA application with the stated local match if the grant is approved.
