The House Committee on Education approved House Bill 623, which revises enrollment deadlines for Tennessee’s voluntary pre-K program to allow earlier placement of 3-year-olds when capacity remains after enrolling eligible 4-year-olds.
As introduced, the bill requires Local Education Agencies to place students who are age 4 by Aug. 15 by the beginning of the school year; it would allow eligible 3-year-olds to be enrolled by Aug. 30 if vacancies remain after all eligible 4-year-olds are placed. The sponsor said the change seeks to increase access to high-quality early-childhood education.
Representative McCombin (sponsor) said the change is intended to expand school-readiness opportunities for 3-year-olds when space is available after 4-year-olds are enrolled. Lawmakers asked implementation questions about transfer scenarios and how vacancies would be handled; the sponsor said the bill does not specify transfer-priority rules.
The committee recorded a roll-call vote of 17 ayes and 0 nays; HB623 was reported out to calendar and rules.
