He explained that standard rezonings convey all uses allowed in the base district and are rare in Cornelius; conditional rezonings are far more common and allow the applicant and town to specify site‑specific conditions that run with the land.
Cole described typical conditional rezoning materials: a rezoning plan showing building location and setbacks, building elevations, a list of permitted uses, traffic mitigation if required, and other site development standards. He emphasized that conditions must be spelled out in the rezoning document and that they run in perpetuity if approved.
He outlined the review steps: a staff pre‑application meeting and a Pre‑Development Review Committee (PDRC) that includes advisory representatives, community meetings hosted by applicants, staff recommendations to the planning board, Architectural Review Board (ARB) review of elevations, the planning board’s advisory recommendation, and final action by the town board by ordinance. Cole noted that the town board can approve or deny regardless of prior recommendations.
Board members asked about the planning department's role in formulating recommendations; Cole said staff provides its formal recommendation to the planning board when cases come before that body and that staff works with applicants through the process to resolve issues. The presentation included an example packet and a rezoning conditions document from a past case (Fruitful Roots Brewery) to illustrate typical attachments.
