The petitioner proposes an 8-foot chain-link fence with opaque screening, supplemental landscaping, and a gated access point. The Plan Commission motion endorsed approval subject to the nine conditions listed in staff materials.
Why it matters: the storage area modifies existing drainage on the parcel. Commission staff and the applicant said the project will enclose an existing drainage swale in a buried pipe so the area can be used for storage. Commissioners pressed the applicant on pipe sizing and engineering review because undersizing could cause water to overtop storage or parking areas.
Orin, the planning staff member who presented the item, described the screening, landscaping and future roadway reservation adjacent to the site; he noted the parcel currently has a hedgerow to the east that provides some screening.
Chris Wenzler, agent for Bridal Building Corp., said engineering calculations were used to select a 36-inch diameter pipe and that the applicant had discussed sizing with engineering staff. “That’s how we ended up kind of honing in on that 36 diameter pipe,” Wenzler said; he added final sizing will be presented to engineering staff for approval.
The Plan Commission closed the public hearing, moved to recommend approval and carried the motion on a voice vote. Individual vote tallies were not recorded in the meeting minutes.
Next steps: the recommendation goes to the Village Board for final action. Staff memo and the Plan Commission conditions require the applicant to provide final engineering calculations and meet any engineering or public works requirements before permits are issued.
Ending: commissioners and the applicant said they appreciate business growth in East Troy and emphasized engineering review and landscaping will be required to address visibility and drainage concerns.
