Council holds first reading of collective bargaining agreement for radio dispatchers; animal control officer agreement to be added

BEXLEY — At the March 11 meeting the Bexley City Council conducted a first reading of Ordinance 9‑25 to approve a collective bargaining agreement (CBA) between the Fraternal Order of Police, Ohio Labor Council, Inc., and the city covering radio dispatchers.
Council member Saad introduced the ordinance and said the agreement is effective Jan. 1, 2025, through Dec. 31, 2027. The agenda packet included the proposed agreement and redlined changes. Saad called attention to multiple changes in the document including FOP access to the city email system, training and release time, the grievance procedure and wage adjustments.
Councilors and staff explained there is a separate, parallel agreement covering the animal control officer, who is a bargaining unit of one. The ordinance will be amended by the second reading to incorporate the animal control officer agreement; staff said they were waiting to confirm whether that single employee voted in favor.
No final vote was taken at first reading. Council members asked that the amended ordinance — including the animal control officer language if ratified — be presented at second reading for action.
