Palmyra mourns former mayor Fred Carpenter; council discusses memorial ideas

Carpenter served Palmyra in multiple roles over decades: as appointed EMA director beginning in March 1979 (resigning in November 2001), as a borough council member elected in November 1987 and sworn in January 1988 (serving until December 2007 and again from July 2008 to June 2010), and as Palmyra mayor from June 2010 until his resignation in January 2025. He was a U.S. Air Force veteran and worked as a dispatcher for Lebanon County and Derry Township.
Mayor Miller in his remarks said the council should consider ways to honor Carpenter’s long service, including renaming a town feature or establishing a community garden in his memory. "I think we should really, really, give some thank yous to him," Miller said during the meeting.
Chief Winters, who visited Carpenter at the VA hospice the Friday before he died, described Carpenter as "his same jovial, obstinate, argumentative, fun loving" presence and said his decline was rapid. Funeral arrangements announced at the meeting: a viewing on Sunday, March 16 from 5 to 7 p.m. and a viewing on Monday, March 17 from 10 to 11 a.m. at Kramer Funeral Home and Crematory, 618 East Main Street, Anvil; funeral services will be held Monday, March 17, 2025, at 11 a.m., with interment at Indiantown Gap National Cemetery with military honors. The meeting notice also gave the Lebanon VA Medical Center hospice unit as a suggested alternative for contributions in lieu of flowers.
Council members suggested several ideas for a permanent recognition, including placing Carpenter’s name on an entrance feature to town, renaming an existing park feature such as Memorial Park, or creating a community garden on vacant property (a location discussed was the tract behind the Rite Aid near town). Some members noted past failed garden efforts and discussed models where residents rent plots or donate a portion of produce to a local food assistance organization; staff suggested checking with the Caring Cupboard about land and partnership options.
The council did not take a formal vote on any memorial at the March 11 meeting; members asked staff and the public to bring ideas to future meetings.
