Monticello approves request to accept Allerton Public Library land for Oberheim Park; council OKs transfer request and intergovernmental agreement

The Monticello City Council on March 10 approved Ordinance 2025-28 requesting that the Allerton Public Library District convey approximately five acres to the city under the Local Government Property Transfer Act for development of Oberheim Park.

City staff presented a conceptual plan for a multi‑phase park development. Phase 1 shown in the packet includes one large multi‑use field (full‑size soccer/football), two larger youth soccer fields, two small youth soccer fields, and two baseball/softball fields; all fields are shown as natural grass. The conceptual plan also shows a press box, concession and restroom buildings for the baseball/softball fields, storage, and a parking lot of about 280 spaces. Staff said the fields in phase 1 would be lighted and that the design intentionally places improvements on the west side of the donated parcel.

The ordinance directs the mayor and city clerk to take necessary actions to acquire the property and approves an intergovernmental agreement in substantially the form included as an exhibit in the council packet. Staff noted the Allerton Public Library District is expected to consider a resolution authorizing the transfer at its meeting the coming Wednesday; the city’s action authorizes the steps needed so the library may complete the transfer if it approves.

Council also approved a related ordinance creating the lot to be donated to the city for Oberheim Park. Staff said the library will vote on the intergovernmental agreement and related documents at its meeting; if the library authorizes the conveyance the city will execute a special warranty deed and proceed with the planned phase 1 improvements subject to funding and approvals.
