The ordinance requires solicitors to wear a city‑issued neon lanyard that reads “Solicitor,” sets permissible hours between 8 a.m. and 8 p.m. and bars solicitation on Sundays and holidays, and raises the application fee from $10 to $25. The ordinance also clarifies grounds for revocation, including soliciting without a permit or failing to comply with a “no‑knock” list; revocation carries a 365‑day bar.
A council motion to adopt the ordinance passed on roll call. Councilmembers said the provisions were modeled on other municipalities; no legal challenge was raised during the meeting.
