Monticello council approves Class A liquor license for 309 North Market after applicant’s presentation and letters of support

The Monticello City Council on March 10 approved Ordinance 2025-22 to amend the city code on liquor licenses and grant a Class A license for 309 North Market, the former Hardee’s location.
Applicant Vashali (Michelle) Patel told the council she and her husband have lived in the Monticello area for more than 15 years and operate a successful liquor store in Urbana. “Not just a liquor store, but a high end, tasting bar where customers are able to taste the product,” Patel said, adding the concept will include everyday items and higher‑end bottles available for sample. She said her Urbana location draws more than 100 people to events and that the business pays what she described as a large city tax contribution in that jurisdiction.
Two letters of support were read into the record by the city clerk. Jared Hurley wrote that he supports the ordinance and described the prospective owners as “kind and thoughtful individuals” with experience and drive. Jonathan Yagle wrote as a nearby resident and as a patrol officer where Patel currently does business; he said Patel is “extremely community minded” and urged the council to approve the ordinance.
Councilmembers voted by roll call on the ordinance. The motion passed and the mayor declared the ordinance approved.
The ordinance amends Title 11, Chapter 111 of the Monticello Code of Ordinances concerning liquor licenses to permit the requested Class A license at 309 North Market. The council did not attach additional conditions in the meeting record beyond the code amendment and license approval.
Patel’s application and the letters of support were the principal public inputs recorded in the meeting. The council’s action allows the applicant to pursue licensing and necessary inspections consistent with city code and state law.
