The Whitestown Plan Commission approved a concept plan (PC25-010-CP) and a primary plat (PC25-009-PP) to create a 1.42-acre lot for a Chase Bank branch south of Whitestown Parkway adjacent to Lowe's and Panda Express.
Chad Mays of Kimley-Horn presented the proposal for a 3,400-square-foot branch with 28 dedicated parking spaces and an ATM pull-up. The primary plat would carve a 1.42-acre lot from an existing Lowe's parcel; the applicant described a shared-parking agreement that preserves required parking for the larger Lowe's site while allowing the bank use to locate on a carved lot.
"Again, this is a proposed Chase Bank, on 1.42 acres with a 3,400 square foot building footprint and 28 parking spaces," Chad Mays said during the presentation. Planning staff reviewed the concept plan and primary plat for conformance with the Anson PUD and Unified Development Ordinance and recommended approval of both items.
Commissioners asked staff whether removing parking from the Lowe's parcel would leave Lowe's compliant; staff confirmed there is a shared-parking agreement and that Lowe's continues to meet parking requirements. The commission approved the concept plan and primary plat in separate motions recorded on the transcript as passed.
The approved site elevations show the primary public entrance facing Whitestown Parkway and an ATM pull-up on the west side of the building. The applicant and staff said utilities, trash enclosure location and shared-access drives are addressed in the submitted materials. The project will proceed to detailed site engineering and permitting under the Anson PUD standards.
