Columbia Council authorizes Walnut Street streetscape plans, PennDOT inspection and bidding

Columbia Borough Council on March 11 authorized three steps to advance the Walnut Street Streetscape project: a PennDOT inspection agreement, manager signature on final plans and advertising the project for bid on PennDOT's ECMS platform.
Staff member Derek, who presented the engineering and financing overview, told council that the county is allocating $1,380,000 through the Lancaster County Smart Growth Fund toward the project but that construction bids and required PennDOT inspection fees could push costs higher. "This is funding, not a grant," Derek said, explaining that additional county votes would be required if bids exceed current estimates.
The project estimate Derek gave was about $1.5 million for construction and roughly $150,000 for PennDOT-certified inspection services (about 10 percent), bringing an estimated total near $1.65 million. Derek said the Lancaster County Metropolitan Planning Organization (MPO) has signaled it will consider allocating additional funds if bids come in above the current commitment.
Council members asked about borough exposure if bids exceed estimates. Derek said the borough had already paid engineering fees to reach the bidding stage and that any redesign or rebid would carry additional consultant costs; he said the county has historically supported projects it has committed to and that construction could start as early as late September if the contract process proceeds on schedule.
Council voted to: (1) approve the PennDOT inspection agreement, (2) authorize the borough manager to sign the final Walnut Street plans, and (3) authorize bidding on PennDOT's ECMS system. All three motions passed on voice votes.
Why it matters: Walnut Street is planned as a multi-part streetscape that will include concrete, lighting and streetscape elements and—because of steep gutters and curb geometry—requires full reconstruction rather than a simple mill-and-overlay. Council members and staff said timing, bid results and weather could mean work starts this fall but may extend into 2026.
Council directed staff to proceed with the advertised schedule and to return if bids require additional financial decisions by the borough or the county MPO.
