On March 11 the Effingham County Planning Board unanimously recommended that the Board of Commissioners rezone approximately 10 acres at 174 Holly Drive (First District, map 302, parcel 53) from AR-1 to AR-2, allowing the owner to subdivide the parcel into four lots intended for family residences.
Liz Sapp, the county’s Land Use Planning Analyst, told the board that the applicant intends to divide the property into four parcels under AR-2 and that the proposal aligns with Chapter 2 of the comprehensive plan. Staff recommended standard conditions: development services must review and sign the plat and the plat must be recorded so the zoning can take effect; staff also specified that the new home address must be 172 Holly Drive.
John E. Tucker of Brewer Land Surveying, the agent for property owner Laverne Moore, told the board the family plans four lots of roughly two to three acres each. Tucker said the client would be agreeable to a condition limiting the subdivision to the four lots discussed; he noted that without such a condition a 10-acre AR-2 parcel could be further subdivided under county rules.
After brief discussion the board voted unanimously to recommend approval; the matter will be considered by the Board of Commissioners at the April 1 public hearing.
