The Town Council voted to rezone approximately 1.45 acres at the intersection of South Lowry Street and Stewart Drive (tax map 34, group A, parcel 1) from PRD with Lowry Street Overlay (LSO) to PID with LSO to permit a climate-controlled self-storage building.
Planning staff described the proposed 78,277-square-foot, three-story building with a partial basement that presents as four stories along the Lowry Street frontage due to grade. The proposal includes brick, stone and glazing to reduce the appearance of a storage facility; planning recommended approval with conditions addressing parking (an exception from the minimum parking requirement), landscaping, a six-foot white vinyl privacy fence along the townhome buffer, and a sidewalk on South Flower Street. Planning Commission recommended approval (4–1) with the conditions.
Council members raised questions about whether the use should be commercial rather than planned industrial (the development team said the design is unlike typical roll-up-door mini‑storage), how the building will sit relative to Lowry Street because of the grade, and the implications for future industrial uses on the parcel. Planning staff and a planning commissioner said the developer revised earlier, massing-heavy designs to add glazing and other architectural elements to improve the Lowry Street presentation. The council approved the rezoning with the planning-commission conditions.
