North St. Paul council schedules March 4 hearing, authorizes bids for $6.5M Casey Lake street and utility project

"This is the beginning of a short but lengthy process of, issuing bonds," Winnick said, noting the council would return on March 4 for the public hearing. The council adopted a resolution authorizing the city to consider a street reconstruction plan and the "intent to issue general obligation street reconstruction bonds" with a maximum authorization of $7,000,000; Winnick said the working estimate at this stage is roughly $6.6 million and that final issuance will depend on bid results.
The council also approved a second related action to authorize advertisement for sealed bids for the 2025 Street and Utility Improvement Project, which City Engineer (WSB) described as work on Gerald Avenue, Shawnee Drive and Buell Avenue in the Casey Lake Park area just west of McKnight Road. The engineer said the current project estimate is just over $6,500,000 and that bidding is expected to be advertised with bids received in late March, results reported to the council in early April and construction most likely starting in mid-May, weather permitting. "Final costs, with some projections into the future will be set, and in conjunction with, financing and bonding process once bids have been received," the engineer said.
Officials said the project schedule includes coordination with Xcel Energy (referred to in the packet as "XL gas"), which must relocate natural gas mains in the project area before the city contractor completes utilities and street work. City electric work and other utility coordination will also occur prior to final street construction.
The council approved both resolutions by voice vote; no roll-call tallies were recorded in the meeting minutes. The public hearing on the street reconstruction plan is scheduled for March 4; city staff said bond proceeds are expected to be available in May, with the exact borrowing amount determined after bids are opened.
