Council sets March 4 public hearing and authorizes bid advertising for $6.5M street and utility project

The North St. Paul City Council on Feb. 4 approved two resolutions to advance the 2025 street and utility reconstruction program in the Casey Lake area.
Finance Director Winnick told council members the city will call a public hearing for March 4 to consider adoption of a street reconstruction plan and the intent to issue general obligation street reconstruction bonds. Winnick said the staff and bond adviser recommend a maximum authorization of $7,000,000 to allow flexibility, though preliminary estimates for the work are roughly $6.5–6.6 million.
City engineer Morgan (WSB) presented the project scope and asked the council to authorize advertisement for sealed bids under state statute for larger public works projects. The 2025 Street and Utility Improvement Project (Project 25‑1) includes improvements to Gerald Avenue, Shawnee Drive and Buell Avenue in the Casey Lake Park area west of McKnight Road. The engineer said bids are expected in late March, with council consideration of award in early April and construction mobilization likely in mid‑May, weather permitting. The engineer also said coordination is under way with XL Energy (natural gas) and the city electric department to schedule utility relocations ahead of the street contractor.
Councilors approved both resolutions by voice vote. At roll call for the regular meeting the council members present — Nordby, Woods, Mackenzie, Schwer and Mayor Mange — signaled consent; the motions carried with all present voting aye.
No contract award was made Feb. 4; the actions create the legal and procurement steps to seek bidders and return to council with bid results for final award and financing.
