Committee authorizes Sourcewell procurement option for upcoming Brainerd library repairs

The Brainerd Safety and Public Works Committee authorized staff to use Sourcewell’s cooperative construction procurement process, with Gordian providing construction cost‑catalog support, for an upcoming library project focused on exterior and mechanical repairs.

Public Works Director Mike Habegorst introduced Sourcewell’s contracting option and invited Scott from Gordian to explain the program. Scott said Gordian manages a localized construction task catalog and supports a public solicitation that divides Minnesota into regions; contractors then bid against unit prices and supply a single adjustment factor that covers overhead, profit and Gordian’s fee. “Contractors that will once they bid against it in a public solicitation which is 100% compliant with Minnesota statutory competitive bidding requirements … then Sourcewell awards the contractors a construction contract based on best value,” Scott said.

Scott described joint scope meetings in which the owner, contractor, architect and Gordian account managers walk the site early to agree on scope, which reduces but does not eliminate change orders. He said the construction task catalog covers roughly 280,000–300,000 line items and that most work falls within the catalog; work outside the catalog is said to be under 1 percent historically. Scott added that the contractor adjustment factor includes Gordian and Sourcewell fees (he cited an aggregate fee component of 7.5%), and that Sourcewell members in Crow Wing County are eligible for an annual 1% rebate on aggregated purchases.

Councilmembers asked about local contractor access, fee transparency and whether the approach would block local subcontractors. Scott replied that local subs can work under awarded general contractors and that bid factors and contractor adjustment factors are public on Sourcewell’s site upon request. The city engineer noted some projects will still need outside design services, but staff said many repair/replace tasks in the library scope may not require full architectural design and could generate cost savings under the Sourcewell model.

A councilmember moved to authorize use of Sourcewell’s construction procurement program for the upcoming library exterior and mechanical repairs (project budget referenced at $426,000). The motion was amended to explicitly include both exterior and mechanical repairs, seconded, and carried by voice vote. Staff will return to council with a proposed contract or work order for the project if they choose to proceed under Sourcewell’s program.

Notes: Committee approved use of Sourcewell only for the specified library project; the authorization does not obligate the city to award work and council can still select an alternative procurement method when the project returns to the full council.
