The Brainerd City Safety and Public Works Committee voted to authorize advertising for bids for Improvement Project 2501, the 2025 chip-seal project, with bid alternates to allow scope reductions if necessary to meet the city’s budget.
Public Works Director said the project covers several streets and is intended to extend pavement life by applying chip seal two to three years after initial paving. "It's a little under 200,000 going out to bid that we can authorize, advertisement for this project," the Public Works Director said, recommending approval.
The item drew questions about one street, Greenwood, which staff described as being on the periphery of the proposed area. Councilman Yeager asked whether Greenwood could be left out to save costs and whether advertising obligates the city to accept the full scope of work if a contractor bid includes everything. "If we put these out to bid, are we obligated to, take, are we obligated to do all of the work with whatever that vendor is, or can we remove scope of work after the bids are received?" Yeager asked.
Committee members and staff agreed to include some streets as bid alternates so the city could reduce the scope to stay within budget after bids are received. A councilmember moved to approve the advertisement with appropriate bid alternates; the motion passed.
Staff said a detailed street-by-street breakdown will be presented at the next full council meeting so members can decide which alternates to accept based on bid results.
