Albert Lea awards $802,419 contract for Eberhardt Street utilities project

The Albert Lea City Council voted March 10, 2025 to accept Jensen Excavating and Trucking LLC’s low bid of $802,419.58 for the Eberhardt Street and utility improvement project (job 24 13).
City staff told the council the project will build about 370 feet of roadway, associated utilities and a stormwater pond. Engineering received five bids and recommended the Jensen Excavating low bid; the engineer’s estimate had been $860,000. City staff said contracts will be signed once agreements for development and purchase are complete on Block 1, Lot 1.
The motion to award the contract was made by Councillor Baker and seconded by Councillor Anderson; the council approved the motion by voice vote. There was no further public discussion or recorded dissent during the vote.
The acceptance of the bid follows the city’s bid-opening on Feb. 28, 2025 and staff review by the engineering department and JHS Engineering. The city manager’s office presented the bid abstract to the council as part of the recommendation to award to the low bidder.
Work on the project will proceed under the contract once the city completes its outstanding development- and purchase-related agreements, according to staff notes presented to the council.
