Austin City Council on March 3 approved a $48,700 agreement with engineering firm WHKS to prepare plans and specifications for a cured‑in‑place pipe (CIPP) sanitary sewer lining project targeted at neighborhoods identified in the city’s I&I study.
City staff said the work follows a six‑ to seven‑year inflow and infiltration (I&I) program that inspected sanitary sewers and manholes to identify priority repair areas. The 2025 capital improvement program allocates $775,000 for sanitary sewer lining; staff recommended WHKS to develop design documents to implement a CIPP lining program focusing initially on the Wildwood Park and Sterling neighborhoods where sanitary lines run behind lots and are vulnerable to root intrusion.
Staff said the $48,700 fee for WHKS will come from the sanitary sewer fund and that the larger $775,000 project budget is expected to cover construction. Council members asked whether the design fee comes out of the $775,000 or is separate; staff replied the work will be funded from the sanitary sewer fund and likely come out of the $775,000 project budget. Staff also explained that the city’s sanitary sewer rate structure generates annual revenue that supports ongoing lining and collection work and that similar lining projects likely will recur every one or two years depending on need and available in‑house staffing.
Council approved the WHKS agreement by roll call vote; the resolution passed unanimously.
