Staff asked for an additional appropriation of $200,000 (previous direction had been to use special donations and county general funds as needed). Commissioners said they wanted a clearer project cost baseline before approving large additions and asked staff to return with a detailed accounting of contingency, weather‑related costs and any permitting changes that drove cost increases.
On insurance, staff told the board the county’s property and casualty package and related smaller coverages (cybersecurity, drone) will likely exceed the current budgeted amount; last year the county made an October additional appropriation to cover an overrun. Commissioners asked Finance to calculate the shortfall precisely so the board can consider either a transfer from infrastructure or a formal additional appropriation; staff said leftover amounts from the transportation garage account could be used to offset insurance needs if a balance exists after final construction payments.
Separately, commissioners said they want a structural and systems evaluation of the courthouse before advancing a larger courthouse project. The county will request proposals for a structural engineer and HVAC assessment so the board can be confident the building can support proposed long‑term renovations. Commissioners asked staff to put courthouse financing and technical evaluations on a future public agenda so the board can provide direction once the assessments and financing scenarios are available.
