Selectmen approve amendment to Simsbury Volunteer Ambulance Association MOU tied to opioid settlement funding

The Board of Selectmen voted March 10 to approve an amendment to the memorandum of understanding (MOU) between the town and the Simsbury Volunteer Ambulance Association (SVAA).
Town Manager Mark Nelson said the updated MOU strengthens language around the ambulance association’s readiness and its role in opioid‑related response; staff and the SVAA’s executive director had reviewed the proposed edits. Nelson said the changes were intended to help ensure compliance with allowable uses of opioid settlement funds and to improve the association’s ability to be reimbursed under a three‑year funding arrangement tied to the MOU.
Nelson told the board the town attorney reviewed the changes and staff were still finalizing some guidance, but that the revisions primarily memorialize operational commitments. He said the changes should not have a direct impact on the current mill rate and that the outcome would reduce use of reserves if opioid funds are eligible to cover the obligation. “The SBA obligation is either funded from reserves or it's funded from opioid,” Nelson said.
The motion to amend the MOU passed by voice vote; all present said “aye.” Board members asked staff to continue working through legal guidance and to return with any outstanding clarifications as needed.
