Central Unified adopts 'Safe Learning for All' policy to notify families of immigration-enforcement activity, with confidentiality carve-outs

Central Unified’s Board of Trustees unanimously adopted an updated policy titled “Response to Immigration Enforcement / Safe Learning for All” during its March 11 meeting, directing the district to verify incidents involving immigration or law-enforcement officers and notify families and staff while preserving confidentiality where legally required.
Assistant Superintendent Dr. Lopez presented the policy and recommended aligning administrative regulations with the board policy. Trustees asked staff to add an express exception so the district would not issue notifications when disclosure is prohibited by a subpoena or when a matter involves child-abuse, neglect or dependency investigations. The revised language — added at the board’s request and reflected in the administrative regulation — specifies that notifications will be withheld in those legally restricted circumstances.
Trustee Kerfon (co-sponsor) and Trustee Carrillo spoke in favor, saying the change will reduce fear and misinformation in the community and ensure families know that schools remain safe havens. Trustee Kurfon (co-sponsor) said the policy is meant to rapidly inform families when enforcement activity occurs at school property or bus stops so students are not kept home out of fear.
After board discussion the motion to adopt the revised policy passed 7-0. Dr. Lopez said staff will update the district’s administrative regulations to reflect the same carve-outs and implementation steps.
