Key approvals and notes

- Conway Quick Cab taxi permit (Resolution R2506): Council approved the resolution to grant a taxi-cab permit to Conway Quick Cab by a vote of 6 to 1. Staff said projects above the city bid threshold (about $30,000) would be returned to council for appropriation. Vote: 7 to 0.

- Annual transportation services contracts (Resolution R2507): The council approved contracts for transportation providers that work with the city, naming Independent Living Services, the Boys & Girls Club in Faulkner County and the Faulkner County Council on Aging as recipients. Staff said the contract amounts were unchanged from the prior year and the funds were already budgeted; some providers also receive CDBG funds. Vote: 7 to 0.

- Nutter Chapel Road reconstruction (Resolution R2508): The council awarded the project to A and B Dirt Movers, the low bidder, for $1,510,029 and approved project initiation. The project covers the unimproved section from PJ (Dave Ward) down to Salem, and will include curb-and-gutter, a 36-foot street section with two traffic lanes, bike lanes and sidewalks. Construction is expected to begin after contract execution (staff estimated 2–4 weeks to execute contracts and 4–6 weeks to mobilize) and be substantially complete toward the end of the year. Work will be phased so half of the roadway is closed at a time; local access will be maintained but through traffic will be limited. Vote: 7 to 0.

- Class I landfill cell buildout (Ordinance O2527): Council approved the lowest acceptable bid of $1,759,316 to construct the next 8.2-acre cell at the municipal Class I landfill. Staff said this is not an expansion beyond the permitted site but a permitted, planned cell; estimated useful life for the cell is roughly 12–15 years based on recent volumes, and the landfill’s engineering inspection report currently estimates about 42 years of remaining capacity overall. Vote: 7 to 0.

- Conway Police Department rental agreement (Ordinance O2528): Council approved appropriation of funds and a rental agreement for additional office space behind Chestnut Animal Clinic (Covington property), described as a strip-mall unit that will hold about nine staff and free up roughly 10 desks at the main department location. Council noted the rental cost to the city is approximately $800 per month; the rental term was described as continuous until otherwise modified. Vote: 7 to 0.

- IT equipment disposal (administrative): The council approved disposal or sale of listed IT items from the Conway Police Department. Vote: 7 to 0.
