President Darch opened the report and introduced Scott Anderson, who said the village aligns budget resources to the board’s strategic priorities: infrastructure, economic development, financial responsibility and protecting village character. Anderson summarized department-level results for 2024, including 762 permits issued and nearly 4,000 building and property inspections in Development Services; progress on the U.S. 14 grade separation (phase 2) and planned Hillside Avenue reconstruction; and a new TIF district at 59 and Liberty in the Golden Triangle expected to include about 125 residential units and roughly 13,000 square feet of retail.
Other highlights Anderson cited: public works received an American Public Works Association snow-and-ice control award and Tree City USA recognition; the village replaced nearly one-third of lead service lines with funding secured through an Illinois Environmental Protection Agency (IEPA) forgivable loan; the police department handled nearly 10,000 calls for service and added two school resource officers for the middle schools; the fire department responded to about 2,500 calls and pursued grants for extrication equipment and outdoor sirens; cultural programming included 96 events with nearly 13,000 attendees and about $180,000 in donor support; the finance department earned GFOA transparency certificates and maintained an AA1 credit rating; and the village budget included about $13.2 million in infrastructure improvements.
The board moved several procedural items and personnel hires through the consent agenda and approved the warrants list. The consent agenda included authorization to proceed with hiring one development services intern, one communications intern, three summer seasonal maintenance workers and one public works executive assistant (details in the village job descriptions). The board approved those items by omnibus vote.

Trustees used the meeting’s comment period to remind residents of the April 1 election and to thank village staff for 2024 accomplishments. President Darch closed by thanking staff, volunteers and trustees and noting continued priorities: water and wastewater facility renovations, downtown streetscape and Park Avenue plaza work, and coordination with regional municipal organizations on transit and funding matters.
