District staff said the contractor experienced a 146-day delay; instead of assessing $146,000 in liquidated damages the contractor proposed a courtyard project for student benefit with contractor mobilization in June and completion July 11; a schedule of values submitted by the contractor cited $187,014 (the board member noted that schedule of values was not attached to the packet).
