Marshall council renews garbage-hauler licenses after debate over alley damage and organized collection

Marshall City Council voted to renew local licenses for garbage and refuse haulers after an extended discussion about damage to alleys, truck routing and whether the city should consider limits or other regulatory approaches.

Councilmember Jim raised the issue, saying garbage trucks “are extremely hard on our city streets and alleys,” describing a recent instance in which a truck damaged a rebuilt alley and a lawn. He asked whether the council should increase license fees or otherwise limit truck access.

Councilmember Craig Schafer and others described operational realities: multiple haulers and recycling runs can result in several heavy vehicles using the same alley during a week. Councilmember Schafer suggested a local presence or building inside city limits could reduce through-trips, and Sharon Hanson, the city administrator, recommended including the city attorney in any future discussion because legal and statutory processes can be complex.

The council discussed alternatives including a single-point collection location, public education to move containers to the street at pickup time, and whether to study organized collection (a model other cities have considered). No regulatory change was adopted at the meeting; instead the council approved the license renewals so haulers could continue operations while staff and council consider next steps.

Motion to approve the license renewals was made by Jim and seconded by John; the council voted to approve.
