Franklin EDC finds about three dozen abatements in compliance during routine reviews

The Franklin City Economic Development Commission reviewed a long slate of annual abatement compliance reports and found roughly three dozen cases in compliance, approving motions for each file and forwarding Air Atomic’s separate expansion recommendation to city council.
EDC staff said the commission is responsible for reviewing 55 abatements this year and that about 32 cases were on the current agenda. Staff reported broad evidence of recovery from the pandemic: overall wages are up, investments are largely met and no companies on the agenda reported layoffs.
Commissioners took individually recorded motions to find compliance for a series of businesses representing distribution, manufacturing and technology operations. Examples in the approvals included Franklin Tech Park, Dual Tech, Innovative 3D Manufacturing, Rapid Prototype and Engineering (and associated WK Investments real-property filings), Sunbeam properties (including the Amazon-occupied spec building on Jim Black Road), Malarkey Roofing, Mitsubishi Heavy Industries, MTEA, Overton Industries, Patch Development (GH Ortho shell and build-out), LA Crossroads (Target distribution center), and others.
Staff and commissioners noted some individual variations: a few companies reported fewer employees than projected but explained that lean operating models and higher hourly wages or retention bonuses offset head-count differences. In one instance a company that had previously needed waivers (LA Crossroads / Super Target distribution) had submitted the required CF-1 return early this year and was reported fully leased and operating.

Why this matters: These annual compliance reviews confirm whether companies have met the employment, investment and wage conditions tied to tax abatements. The commission’s approvals typically mean those companies remain eligible for the remaining term of their abatements; in one noted case the commission said an earlier waiver was no longer needed and the company had submitted required returns.
Context: Staff said companies overall are investing and increasing wages, though employment counts are sometimes below initial projections because of right-sizing and natural attrition. For speculative buildings, such as a recently completed building near Mitsubishi and Ivy Tech, staff said a southern third of the space has been leased and a new logistics tenant is building out at private expense; state law limits abatement eligibility in some circumstances, staff said.
The commission advanced all the compliance motions and will continue remaining case reviews at future meetings.
