Board approves construction managers and architects, awards Carroll Middle track bid and several routine purchases

The Northwest Allen County Schools Board of School Trustees voted to engage construction managers, select architects, approve procurement actions and award a bid for a middle-school track during its regular meeting.
After a district evaluation process that drew six CMC proposals, staff recommended engaging YGAN as the construction manager as constructor for the career and technical education (CTE) alternative school project and FCI as the construction manager as constructor for the transportation facility. The evaluation committee interviewed five teams and used a rubric that weighed fees, CMC experience and prior work with the district. The board approved the recommendation on a motion by Mr. Vogt, second by Ms. Slaughter; the chair called the voice vote and the motion passed.
Separately, the board approved architect selections for the two projects: Mote Park Group as architect for the CTE alternative school facility and Barton Covellima as architect for the transportation facility. That recommendation followed a review of eight proposals for the CTE project and seven for transportation; staff said two firms were invited to final interviews. The board approved the architect agreements on a motion by Ms. Schlatter, second by Ms. Chaffee.
On facilities and procurement, the board approved technology purchases intended to replace aging cybersecurity devices that are no longer supported on Windows 10; a surplus-property resolution to dispose of items at the administration center and Carroll High School; and a $425,000 bid from API Construction to remove and replace the Carroll Middle School track. Staff said the full track surface needed removal down to the foundation because deterioration in heavy-traffic areas could not be salvaged; district staff expects construction to begin "the day after track is over" for spring sports and to aim to finish before football season.
Other routine business approved included standard consent items (minutes, claims and payroll), personnel recommendations and professional-learning requests. The board also approved acceptance of a $1,000 Kiwanis Club grant for Huntertown fifth-graders' coffee-cart business and approved fundraiser requests. For the personnel packet, the board accepted a retirement notice from Debbie Roberts, a Hickory Center teacher, effective the last teacher day, May 29, 2025; staff also warned that hiring activity will increase as Willow Creek Middle School prepares to open in fall 2026.
