Glendora council approves CDBG funding, updates contracts and approves notice to leave insurance pool

The Glendora City Council passed several items during the meeting, including fiscal-year Community Development Block Grant (CDBG) funding recommendations, routine consent items, an updated public-health contract with Los Angeles County, and a resolution signaling the city's intent to consider withdrawing from the Independent Cities Risk Management Authority (ICRMA). The council also received the city’s annual General Plan progress and housing-element implementation reports.

CDBG funding and public comment period: The council accepted staff recommendations for the 2025–26 CDBG program and authorized a 30-day public comment period to run from March 21 to April 22, 2025. Management Aide Chantelle Correa told the council the city used last year’s HUD allocation as a placeholder while awaiting a final award and combined that estimate with prior-year unallocated funds. Staff recommended allocating up to 20% for administration and fair-housing services (the Housing Rights Center requested $20,000) and directing the remaining funds to a street-improvement project in Census Tract 412.3 (installing ADA-compliant curb ramps and replacing damaged curbs, gutters and sidewalks).
