CDBG funding and public comment period: The council accepted staff recommendations for the 2025–26 CDBG program and authorized a 30-day public comment period to run from March 21 to April 22, 2025. Management Aide Chantelle Correa told the council the city used last year’s HUD allocation as a placeholder while awaiting a final award and combined that estimate with prior-year unallocated funds. Staff recommended allocating up to 20% for administration and fair-housing services (the Housing Rights Center requested $20,000) and directing the remaining funds to a street-improvement project in Census Tract 412.3 (installing ADA-compliant curb ramps and replacing damaged curbs, gutters and sidewalks). Correa said the project would benefit approximately 4,895 residents in the targeted tract and that Block 1 alone includes about 2,510 residents, of whom 2,385 are low- to moderate-income. Councilmember Michael moved to accept the recommendations and open the comment period; Councilmember Karen seconded. The motion passed unanimously.
Consent calendar: The council approved consent calendar items 6–9 in a single unanimous motion. No council member requested individual discussion.
General Plan and Housing Element progress reports: Planning staff presented the city’s 2024 general plan annual progress report and housing-element implementation report. The report covered entitlements and permits approved during the 2024 calendar year—planning and council entitlements for 16 housing units and building permits for single-family homes and multifamily units—and described local projects including a 39-unit condominium development and other residential projects. The council voted unanimously to receive and file the reports.
County public-health contract: The council approved an updated contract with the Los Angeles County Department of Public Health. Deputy City Manager Marie Risi said the updated agreement establishes an evergreen five-year term and clarifies that the county will continue to provide public health services and inspections required under state law; services are provided at no cost to the city unless a requested permit or inspection triggers a fee. Councilmembers asked how the city might escalate vendor or applicant delays with the county; staff said the city will continue to coordinate with county inspectors on applicants’ behalf. The contract passed unanimously.
ICRMA withdrawal notice: The council adopted a resolution providing notice of intent to withdraw from the Independent Cities Risk Management Authority (ICRMA). Marie Risi told the council that membership in ICRMA has fallen from 35 cities to 12 and that premiums and administrative charges have risen; staff estimated that exit fees would amount to approximately $500,000 over three years (100% of the prior year’s administrative fee in year one, 50% in year two, 25% in year three). Risi said the city may rescind its notice by December 1 if remaining in the pool is judged preferable; the resolution preserves the city’s right to withdraw effective June 30, 2026, if the council later approves exit. The motion to adopt the notice passed unanimously.
