Rutherford County juvenile detention committee delays budget action until salary data delivered

The Rutherford County juvenile detention committee voted to defer acceptance of its proposed 2025–26 budget after members said salary and benefits information from the county finance office and the mayor's office had not been added to the draft.

The decision came during a budget discussion in which the committee reviewed line-item requests, staffing needs and several contract and software items. The committee chair moved to defer acceptance of the budget until an updated version that includes salaries and ancillary costs is provided; the motion was seconded and approved by voice vote.

The budget discussion also covered services and software contracts. The presenter said the jail management system vendor was changed from “SoftTech” to “JailTracker,” and that related charges now appear in the county Office of Information Technology budget rather than in the detention budget. A separate purchase order for security software remains open and may roll into the next fiscal year, the presenter said.

Committee members discussed how population (census) affects costs for contracted medical and mental-health providers. The budget presenter said providers structure their contracts so per-person costs remain consistent across typical census levels and that higher thresholds trigger different pricing; she said the committee uses historical running averages to predict census-related costs.

The committee approved several routine items during the meeting. Members approved the minutes of the previous meeting, accepted the data report showing the current youth census (one youth from Gibson County, two from Montgomery County, one from Wilson County and four from Rutherford County) and accepted the education services report summarizing ongoing instruction and programming.
