Board approves participation in new GWRC rural technical advisory committee to boost county’s transportation voice

Supervisors voted March 11 to participate in a proposed Rural Technical Advisory Committee (RTAC) organized by the George Washington Regional Commission (GWRC), a body county staff and supervisors said should give rural localities more direct input on regional transportation planning.
Carrie Eaves, GWRC rural program and transportation manager, told the board the RTAC would be a quarterly, locally held forum for county staff, VDOT and GWRC staff to coordinate on project development, data and SmartScale application support. Eaves said the RTAC would be funded within the GWRC rural work program and would not require new county dues; she asked the board to appoint two county staff representatives by May so the RTAC can begin in fiscal year 2026.
Board members said existing regional technical advisory meetings are weighted toward urban jurisdictions and that smaller counties like Caroline and King George sometimes lack the staff or presence to compete for regional funding. Supervisor Thomas moved to participate in the RTAC; the motion carried and the board voted to move forward with appointments.
Eaves said the committee is intended to improve coordination with VDOT on pipeline reviews, make SmartScale application development more collaborative and provide a local forum that can raise rural priorities in the regional planning process.
