Rutherford County rejects both bids for body-removal transport RFP, plans rewrite

Rutherford County purchasing staff recommended rejecting both proposals to provide body-removal and transport services for the county’s EMS and medical examiner after identifying compliance and price concerns, and commissioners voted to reject the bids and direct staff to revise the request for proposals.
Denise Martin, county staff member, said the county received two responses: Middle Tennessee Removal Service (also listed as NCRS) at $200 per case and Tri Eagle Transport at $300 per case. Martin recommended rejecting Middle Tennessee Removal Service because its submission “did not meet the auto insurance requirements of the RFP,” and recommended rejecting Tri Eagle because its price was “too high in comparison to comparable service providers in neighboring jurisdictions.”
Martin said the RFP required an auto insurance combined single limit of $2,000,000; the Middle Tennessee bid included evidence of $300,000 only. After Martin’s presentation, a motion to reject both bids and review the RFP passed on a voice vote.
County staff said they plan to revise the RFP and reissue it, targeting a reopening within a year and planning to reconvene with recommendations in May. Staff also noted the possibility of a special-call purchasing meeting in May that could align with the county’s budget calendar for insurance items.
The action rejects both current responses and directs staff to adjust the solicitation and seek new proposals; no contract award was made.
