The Atlanta City Council Zoning Committee voted to appoint Philip Perry to the Board of Zoning Adjustment and referred a set of rezoning, special-use and landmark items to the Zoning Review Board during its meeting.
The appointment of Philip Perry to a two-year term on the Board of Zoning Adjustment was moved by Council Member Overstreet and seconded by Hillis; the committee approved the appointment 7-0. Committee members present also adopted the meeting agenda and the minutes of the previous meeting by voice vote earlier in the session.
Committee members then moved a bundle of zoning matters forward. Several first-reading rezoning and special-use items were announced to go to full council for first reading on Monday before returning to the zoning committee. On second reading and related business, the committee voted to refer a proposed landmark designation for the Randolph Lucas Jones House (78 Petrie Circle) to the Zoning Review Board; the motion to refer passed 7-0. The committee later considered a substitute ordinance to amend Chapter 20B (Druid Hills Landmark District) to create a new University Park subarea with additional development controls; a motion to bring forward the substitute carried and the committee voted 7-0 to refer that item back to the Zoning Review Board.
Actions recorded on the transcript included a motion to adopt the agenda (seconded by Council Member Dozier) that passed 6-0 earlier in the meeting, and a later motion to approve the minutes (seconded by Overstreet) that the committee adopted. The committee repeatedly recorded unanimous favorable votes (7-0) on appointments and referrals reported during the session.
Philip Perry introduced himself to the committee, saying he is a native of Atlanta and described his background as a long-time local business owner and community volunteer. Committee members who moved and seconded the appointment appeared to support his confirmation; the committee took no further public testimony on the appointment.
Several ordinance items were read into the record for first reading and referral. Those announced included rezoning petitions and special-use permit requests for properties at 215 Anderson Avenue NW; 2870 Piedmont Road NE; 3356 University Avenue SW; 4575 Boulder Park Drive SW; 1115 Howell Mill Road NW; and 1997 Delo Drive. The committee stated these items will proceed to full council for first reading and return to the committee thereafter.
What happens next: items scheduled for first reading will appear before full council on the date the committee mentioned and will return to the zoning committee or Zoning Review Board as required by the zoning ordinance and standard process. The appointment to the Board of Zoning Adjustment takes effect under the board’s appointment rules and the committee did not attach conditions to the confirmation on the record.
