Taylor, city staff, said the city is targeting fall 2026 as the election timeframe and wants to finish a final list of projects and cost estimates by spring 2026, so staff proposed soliciting qualifications now and allowing roughly 30 days for responses. Taylor said the city will "put the request for qualifications out, across the nation... wait a good 30 days for people to respond, and then, start conducting interviews and present something to this group in the next couple months to select somebody." Committee members volunteered to join the selection panel for interviews and scoring.
Speakers discussed delivery models for construction (design–bid–build versus construction-manager-at-risk / other alternatives) and noted that the RFQ will focus on architectural and engineering services; procurement and project delivery decisions would follow later when the city scopes individual projects. A committee member volunteered to participate in review and interview panels; the motion to begin the RFQ and include committee members in selection passed by voice vote. The committee asked staff to publish the RFQ, supply packets to volunteering members and return with a recommended shortlist after interviews.
