The proposal would allow a flood control district to locate an office outside its physical district boundaries when appropriate, permit districts to set meeting schedules as needed (rather than a monthly requirement), require compliance with open‑meeting laws, allow districts to set board member compensation similar to irrigation districts, and ensure procurement follows current procurement laws.
Dan Steenson, an attorney representing Flood Control District 10, told the committee that flood control districts are taxing districts and receive revenue from land within their boundaries. He answered a committee question confirming the districts are funded from their land base rather than the state general fund.
Senator Taylor moved to send House Bill 161 to the Senate floor with a due‑pass recommendation; Senator Cook seconded and the committee approved the motion by voice vote. The bill proceeds to the full Senate for further consideration.
