- Highway 46 commercial small-scale Future Land Use Map amendment and Planned Development (PD) rezone: The board approved a small-scale future land use amendment from Higher Intensity Planned Development Target Industry to Planned Development and rezoned property from A-1 agriculture and C-1 retail commercial to PD for a proposed automotive collision center on the north side of State Road 46 west of Harvest Time Drive. Staff said the proposal includes dewatering part of an abandoned borrow pit for development and using the remainder for stormwater retention, a 0.35 maximum floor area ratio, minimum 25% open space, sidewalks, bicycle parking and potential EV charging. The Planning & Zoning Commission recommended approval; Commissioner Herr moved the motions and both passed unanimously.
- Seminole County Tourism Improvement District (TID) resolution of assessment: The board adopted the resolution to form a county tourism improvement district under the Florida Department of Business & Professional Regulation process. Staff said there are 5,054 qualified rooms (hotels with 60+ rooms), petitions representing more than 2,600 rooms were filed in favor, and the assessment will be $0.75 per occupied room per day starting April 1, 2025, with the first collections processed by the tax collector on May 20, 2025. The assessment term is 10 years unless tied to a bond; staff noted an indoor sports facility work session is scheduled for summer 2025 if the assessment proceeds. Commissioner Deloria moved approval; the motion carried unanimously. Kristen Oswald of Altamonte Springs spoke in favor of the TID and urged the board to pass it.
Commission discussion and staff responses Commissioners asked staff detailed questions about buffers and future uses during the Highway 46 PD item; staff said the west perimeter buffer for a future phase would be determined at site-plan stage in accordance with the land development code because the end user of phase 2 is not yet known. On the Hillview item, staff confirmed sidewalks and landscape buffers would be required and that the applicant had held a community meeting in December 2024. County Manager and utilities leadership explained the consultant scope in response to Paul Zimmerman's public comment, saying the consultant has utilities experience, has helped address prior compliance issues and supports the utility master plan process.
