Snoqualmie council approves additional $1.785 million Ecology loan, two appointments and a separation agreement

The Snoqualmie City Council on March 10 unanimously approved a $1,785,000 increase to a Clean Water State Revolving Fund loan from the Washington State Department of Ecology to fund reclaimed water system improvements, appointed two residents to advisory commissions and authorized a separation agreement following an executive session.
Council action came after Councilor Benson read the loan item, which increases the city’s prior loan of $6,866,000 to a total of $8,651,000 under the same agreement and terms. Project engineer Andrew Vining told the council the added funds come at an effective 1.6% bundled rate and said, “it’s a good news for the city. They were able to provide the increased amount and will reduce the burden on our utility rates.” Vining clarified that the 1.6% consists of a 1.3% loan rate plus a 0.3% administrative fee that “does go to the state.”
The council moved and seconded the resolution accepting the additional loan (moved by Councilor Vincent; seconded by Mayor Pro Tem Tim Holloway). There was no public comment; the motion passed unanimously.
In separate procedural votes, the council appointed Simon Hurley to fill the unexpired Planning Commission Position 2 term through Dec. 31, 2026 (moved by Councilor Washington; seconded by Councilor Cotton) and appointed Maria Hurley to the Arts Commission (moved by Councilor Cotton; seconded by Councilor Christiansen). Both appointments passed unanimously.
Following an executive session called under RCW 42.30.110(1) to discuss potential litigation, the council returned and approved a separation agreement dated March 10, 2025, authorizing the mayor to sign (moved by Councilor Johnson; seconded by Councilor Christiansen). That motion also passed unanimously.
