Rossford City Council on March 10 approved a supplemental appropriation ordinance and an appropriation for outfitting fire department vehicles and introduced several other ordinances, including authorizations for vehicle purchases and a roundabout agreement with the Ohio Department of Transportation.
The council voted to approve Ordinance 2025-15, amending Supplemental No. 4 to the city’s 2025 annual appropriation measure. Council also approved Ordinance 2025-18, amending Supplemental No. 5 to provide funding for outfitting three fire department vehicles. Both measures were passed after council voted to suspend additional readings and take final action at the meeting.
Councilmembers cast unanimous recorded votes on the two final actions shown in the public roll call. For both measures the roll-call record in the meeting transcript shows Councilmember Zachary Owen, Councilmember Rachel Tinney, Councilmember Oberdorf and Councilmember Toth voting “aye.” The meeting record did not show any recorded “no” votes or abstentions for those two ordinances.
Other ordinances were introduced by title with limited discussion and no final roll-call votes recorded in the public transcript. Those included: an ordinance authorizing the purchase of three Ford Explorer vehicles through the State of Ohio cooperative purchasing program (Ordinance 2025-16); an ordinance amending estimated resources for the year (Ordinance 2025-17, read as a first reading); an ordinance authorizing the city administrator to enter into an agreement with the Ohio Department of Transportation for construction of a modern single-lane roundabout at the intersection of State Route 65, Glenwood Road and Bergen Street (Ordinance 2025-19); an ordinance authorizing cooperation with the Rossford Convention and Visitors Bureau on a balloon-and-fireworks event (Ordinance 2025-20); an ordinance authorizing disposal of certain surplus property (Ordinance 2025-21); and an ordinance authorizing purchase of two police vehicles through the State of Ohio cooperative purchasing program (Ordinance 2025-22). Several of those were presented as emergencies or were read by title only; the transcript shows no final roll-call votes on them during the March 10 session.

Council procedure and readings
Several items were presented as “read by title only,” and the council frequently used motions to suspend additional readings in order to take action at the same meeting. The transcript shows the council debated whether some items required five votes and confirms the city’s practice of using emergency declarations and suspension of readings for appropriation and equipment-purchase measures.
Next steps
Ordinances that were introduced without a recorded final vote will appear on a future agenda for further readings or final action; ordinance numbers and titles were placed on the record during the March 10 meeting.
